Rep. Goodwin is a steadfast supporter of workers’ rights and is one of the Legislature’s most consistent champions for public-sector workers. She regularly meets with union leaders, state employees, teachers, and service-sector workers to ensure their voices are reflected in her legislative work.
“Champ” of 87th Session Texas State Employees’ Union
Named a “Champ of the 87th Legislature” for filing HB 815 (increasing longevity pay) and supporting TSEU’s work around SB 321 (pension overhaul bill).
HB 815 (87R), HB 760 (88R), and HB 803 (89R) were all priority bills for TSEU that Rep. Goodwin filed. These bills aimed to increase state employee longevity pay. They were also high priorities for the AFSCME Texas Retirees Chapter.
In Texas AFT’s 89th legislative recap and “Educator’s Bill of Rights” content, they spotlight HB 351 (an annual inflation adjustment to the basic allotment) as one of their key pro-education bills in the 89th Legislature. Rep. Goodwin filed HB 1107 (88R) the session prior.
AFT wrote that HB 494 (89R) by Rep. Vikki Goodwin (D-Austin) which would add the children of public-school employees to the list of eligible 3-year-olds who receive free Pre-K: “Obviously, this would be a major boon for teachers and school staff.”
Teacher unions have prioritized significant salary increases for educators across many legislative sessions. Rep. Goodwin coauthored HB 1548 (88R) to provide a major across-the-board teacher pay raise.

In 2022, Rep. Goodwin signed onto the Texas Hospitality Workers Bill of Rights campaign, becoming one of only 18 Texas House Members to do so.
She also met with hospitality workers during the 89th session to discuss workers’ rights ahead of casino gambling legislation considerations.
Rep. Goodwin is a steadfast supporter of fair wages, fighting for a base pay increase for Medicaid-reimbursed workers, a salary increase for teachers, and longevity pay increases for retired state employees.
She stands firmly against efforts to weaken labor protections and has also opposed bills that strip local control over workplace safety standards, including water-break protections for construction workers.
Rep. Goodwin has supported expanded family-leave options, stronger protections for frontline healthcare personnel, and increased investment in workforce development programs that help Texans secure higher-wage jobs.
